Biography
PAULINE W. ADEBAYO is an Associate Professor in the School of Built Environment and Development Studies at the University of KwaZulu-Natal. She is a land economist who holds a PhD in Town and Regional Planning and an MA in Housing Administration. Before joining academia, she worked as a Projects Officer in the Department of Operations of Shelter-Afrique (the Company for Habitat and Housing in Africa). Her research interests are in the areas of urban land markets, housing policy, housing finance and vulnerable groups in cities. Her recent publications are on gender and housing policy, incremental housing, housing and health, urban inclusivity, climate change and human settlements, and the asset effect of homeownership by the poor. She has researched these issues, and also consulted widely on housing and human settlement policy and projects in South Africa, Nigeria, Rwanda and Kenya, among other countries. Her current research is towards the second edition of the South Africa Covid-19 Country Report, commissioned by the Department of Planning, Monitoring and Evaluation in the Presidency, Government Technical Advisory Centre (GTAC) and National Research Foundation (NRF), in her capacity as a member of the expert groups contributing to three chapters on government responses in respect of women, housing and human settlements, and vulnerable groups. She co-wrote two chapters (on the impact of COVID-19 pandemic on women and on vulnerable groups) in the first edition of the South Africa Covid-19 Country Report, which was published in June 2022 (https://www.gov.za/documents/south-africa-covid-19-country-report-first-edition-june-2021-30-jun-2022-0000). She has wide experience in dispute resolution in landlord tenant relations, and planning and physical development matters.
