Project overview
This project investigates how municipal flood early warning systems operate in practice and how they can be strengthened to deliver warnings that are timely, trusted, understandable and actionable. It will examine the full warning chain: risk knowledge, monitoring and forecasting, institutional coordination, message development, dissemination channels and the preparedness of communities to respond.
The project will combine evidence review, interviews with municipal and disaster management stakeholders, and engagement with communities in selected flood-prone areas. Particular attention will be given to communication gaps between technical agencies, municipal departments, ward-level structures and residents. Community input will be used to identify trusted messengers, preferred communication channels, barriers to action and locally appropriate response guidance.
